CER Updates
On July 31, 2025, the CER pilot instructional materials that align with State Board of Education (SBOE)-approved Bluebonnet Learning materials will be removed from all TEA platforms [e.g., TEA Instructional materials website, Texas Gateway, Test Delivery System (TDS), OER-Assessment Viewing Application (AVA)].
The following CER pilot instructional materials will remain available until they are approved by the SBOE through the Instructional Materials Review and Approval (IMRA) process:

Bluebonnet Learning Updates
In November 2024, the following Bluebonnet Learning Edition 1 instructional materials were approved through the IMRA process by the SBOE:
K–3 Foundational Skills
K–5 Reading Language Arts
K–5 Math
Secondary Mathematics (Grades 6–8, Algebra I)
These instructional materials, as well as implementation supports and the Bluebonnet Learning pilot programs, will be available on the new Bluebonnet Learning Portal. The Bluebonnet Learning Portal will allow open access to all Bluebonnet Learning instructional materials, for any Texan, with no login necessary.
Covid Emergency Release, Pilot EditionsThe COVID Emergency Release, Pilot Edition V3, 6–12 Math is currently called Carnegie Learning 6–12 Texas Math Solution and includes teacher guides and student resources for learning together and individually. The vendor Carnegie Learning provided the base material for teachers to gain digital access to clearly articulated, coherent Texas Essential Knowledge and Skill (TEKS) aligned modules with daily lesson plans, ongoing formative assessment opportunities, and summative topic assessments.
The agency developed these learning resources as a contingency option for school districts during COVID. All resources are optional. Prior to publication, materials go through a rigorous third-party review. Review criteria include TEKS alignment, support for all learners, progress monitoring, implementation supports, and more. Products also are subject to a focus group of Texas educators.
Digital and Print AccessCurrently, 6–12 Math COVID Emergency Release Pilot Edition is available for transparent review on the Texas Gateway and offers all the necessary components of a high-quality curriculum with additional tools to help teachers with lesson planning and prep, plus resources to help families support learning at home.

8 Texas Adolescent Literacy Academy Tier I: Content Area Instruction
Texas Adolescent Literacy Academy Tier I builds knowledge and skills so teachers can effectively support the development of reading skills in adolescent students. The strategies presented in the course promote the implementation of effective reading instruction for all students across all content areas. TALA Tier I, previously available in Texas Courses, is now openly available but does not earn course provider credit and no certificate will be offered.
2 Texas Middle School Fluency Assessment: Administering and Interpreting Results
This binder details how to score and interpret the results of the Texas Middle School Fluency Assessment (TMSFA). This course is Unit 4 of the Texas Adolescent Literacy Academy (TALA). These materials are available for view only; no credit or certificate is provided.
8 ELL Foundations—Guidance and Support for ELLs
This training provides educators with foundational knowledge of the essential elements to consider in providing guidance and support for English Language Learners (ELLs). This training, previously available in Texas Courses, is now openly available but does not earn course provider credit and no certificate will be offered. 7 Title III, Enhancing Instructional Opportunities for Immigrant Students
This course details the accountability Title III, Part A funded local educational agencies (LEAs) are held to while providing services for immigrant children and youth. This training, previously available in Texas Courses, is now openly available but does not earn course provider credit and no certificate will be offered. 6 Title III, Part A Services for Non-Profit Schools
Title III, Part A Services for Private Non-Profit Schools details the responsibilities that local educational agencies (LEAs) have in providing equitable Title III, Part A services to eligible private non-profit (PNP) school English learners (ELs), their teachers, and other educational personnel. This training, previously available in Texas Courses, is now openly available but does not earn course provider credit and no certificate will be offered. The course will be available for credit in summer 2020.
7 Title III, Part A: Strengthening and Increasing Parental Outreach
The course outlines best practices for implementing parental and family programs and activities required under Title III, Part A, Section 3115 (d)(6) and (e)(1)(A). It is recommended that the course titled Enhancing Instructional Opportunities for Immigrant Students be taken before this course to enhance your understanding of both instructional and parental activities in support of Title III, Part A. This course will provide an overview of the benefits of fine arts education for students and various aspects of fine arts programming, as well as the application of the revised TEKS for each discipline.
